The ancestors of scotlands, parts of wales,and Ireland are mainly Celts who firstly came to the Great Britain. In some point, you can call them native speaker. Later before the first world war, many Europeans came to the land to search for a better life. As the population grow, they need more land. So they were on war with the forecomers, Scotlaners , Walers, and Irilanders. At last , they won the war, and created most rich place, England. As English is the most powerful place, people often use it to refer the commonwealth of Britain. But, others peole wouldn't like accepting that idea, especailly who come from scotland, ireland and wales. The people who are from those region thinks themselves as the navtive people there. England are just created by immgrants who come from other continents.
The BBC just made mistakes, they use England to refer to the Commonwealth of Great Britain and Northern Iriland. Thus, the people from other region will protest.
